Our IT Management Consulting Group is growing and we’re currently seeking a Project Manager for a major Federal agency. The Project Manager will demonstrate excellent client handling skills with the ability to quickly develop relationships at all levels of the client organization.

Successful candidates must be able to complete a Public Trust background check.

This position will be at the client’s site in Rockville, MD.


Key Responsibilities:

  • Prepare and document project plans for each task assignment including charters, overall project plans, requirements specifications, test plans, architectural and software development plans, and perform Project Management Office activities.

  • Prepare and deliver project plan presentations for executives, project teams, and other project stakeholders. Then monitor and execute against the government-approved plans.

  • Prepare and deliver project approach documentation describing best practices, implementation guidelines, and task approaches for all task assignments.

  • Ensure compliance with the HHS Enterprise Performance Lifecycle (EPLC) Framework, the HHS Capital Planning and Investment Control (CPIC) process, HHS enterprise architecture, and HHS IT security standards.

  • In collaboration with Program staff, setup and participate in coordination meetings with the program office to discuss topics that include the technical and administrative status of projects, and risks and issues. In addition, develop meeting agendas, and develop and provide brief, summarized minutes after meetings that: identify the attendees, summarize the meeting, and document all action items.

  • Meet and communicate with internal/external stakeholders to understand their requirements.

  • Create, maintain and update project artifacts, so they describe the current plans and processes (including EPLC documentation and HHS Enterprise Architecture Repository, if required) throughout the project.

  • Communicate project expectations to team members at the beginning of and during the project execution.

  • Review and verify the quality of project deliverables (i.e. ensure the project deliverable matches documented requirements).

  • Monitor and control the project so that changes do not adversely impact timelines, scope, or quality.

  • Develop and use multiple communication channels and media (i.e., broadcast messages, posters, SharePoint sites) to ensure all stakeholders have project information they need at the right time.

  • Identify, track and resolve project level risks and issues. Report to the COR and government program manager and stakeholders as soon as known to prevent harm to a project’s success.

  • Track action items to ensure the project is moving forward on schedule according to the project management plan.

  • In closing out projects facilitate, collect and document lessons learned.

  • Document the business case for the project in order to perform the right requirements analysis and prioritize the efforts.

  • Apply an approach to manage and record requirements, decisions, and changes.

  • Document and follow strategies for content organization and collaboration.

  • Prepare presentations suitable for senior management to provide Enterprise oversight.


Required Qualifications:

  • Bachelor’s degree in Computer Science, Business Administration, Management Information Systems, or related field.

  • At least 5 years of project management experience.

  • At least 3 years of recent IT project management experience.

  • Experience managing customer-focused IT projects.

  • Experience developing and implementing Project Management Plans.

  • Experience developing and implementing Transition Plans.

  • Solid technical background.

  • Excellent client-facing and internal communication skills.

  • Excellent written and verbal communication skills.

  • Solid organizational skills including attention to detail and multi-tasking skills.

  • Strong working knowledge of Microsoft Office.

  • Applicants selected will be subject to a Public Trust background security investigation and may need to meet eligibility requirements for access to sensitive information. US Citizens or Permanent Residents preferred.

  • Must have hands-on working experience in Microsoft PowerPoint, Adobe Acrobat, and Microsoft SharePoint.

  • Experience with JIRA, Sharepoint and MS Visio

  • Agile development practices

  • HHS EPLC familiarit
