PBG Consulting, LLC (PBG) is currently seeking a motivated and driven PMO Analyst for a major Federal agency to work under general supervision to provide support to all phases of the program management life cycle for a government client, including collecting, complete, organizing, and interpreting program data or documentation

Successful candidates must be able to complete a Public Trust background check.

This position will be at the client’s site in Rockville, MD.


Key Responsibilities:

  • Responsible for stakeholder management, requirement elicitation, preparing estimations for business analysis tasks and deliverables, systems analysis, preparing functional specifications using user stories, acceptance criteria.

  • Create, maintain and update project artifacts, so they describe the current plans and processes (including EPLC documentation and HHS Enterprise Architecture Repository, if required) throughout the project.

  • Support a service-based IT PMO, employing IT project and program management processes.

  • Assist in the implementation of program management plans, methodologies, processes and tools.

  • Manage/coordinate governance and change control processes for scheduling.

  • Prepare and deliver project approach documentation describing best practices, implementation guidelines, and task approaches for all task assignments.

  • Ensure compliance with the HHS Enterprise Performance Lifecycle (EPLC) Framework, the HHS Capital Planning and Investment Control (CPIC) process, HHS enterprise architecture, and HHS IT security standards.

  • Develop and use multiple communication channels and media (i.e., broadcast messages, posters, SharePoint sites) to ensure all stakeholders have project information they need at the right time.

  • Prepare management presentations, milestone deliverables, weekly status reports, etc.

  • Support, communicate, reinforce and defend the mission, values and culture of the organization.

  • Perform information gathering, analysis, and preparation of data call responses and responses to information requests.

  • Be aware of the underlying functional expertise required to design and implement solutions leveraging any of the management consulting capability pillars, including process improvement, performance management, strategy development and transformation, change management, and IT strategy.

  • Document the business case for the project in order to perform the right requirements analysis and prioritize the efforts.


Required Qualifications:

  • Bachelor’s degree.

  • 3+ years of IT program/project management experience.

  • 3+ years of experience supporting an IT PMO in a Federal consulting environment.

  • Experience with creating EPLC documentation and worked on past Federal projects.

  • Excellent organizational skills and multi-tasking abilities to insure timely completion of tasks.

  • Ability to work collaboratively and cohesively in a team environment.

  • Ability to coordinate diverse program internal and external stakeholders.

  • Have both focus and drive.

  • Have a keen attention to detail and follow through.

  • Strong planning and organizational skills.

  • Superior customer service and interpersonal skills.

  • Proficient in Microsoft Office tools

  • Proficient in formal software development life cycle processes

  • Proficient with JIRA: Story Creation, Customization, Report Generation


Professional Skills: 

  • Experience with JIRA, Sharepoint and MS Visio

  • Agile development practices

  • HHS EPLC familiarity
